STARTERS INCENTIVE This is a national incentive that was commenced in Victoria by TROA in that State and expanded across other States through their affiliation with the Natioonal Racehorse Owners Association (NROA) in the early to mid 1990's. The Tasmanian Racehorse Owners Association has obtained to date an owner's benefit of $70.00 per race for those horses that do not run a place in their races across Tasmania. It goes some way towards defraying costs in getting horses to the starting line. It is a matter that remains under continual review by TROA. We have been reluctant to puh fo increases to the scheme over recent years whilst the industry has struggled against competition and general down turns. With the recent improvements implemented by The TOTE and government now beginning to turn the tide, TROA will be seeking a review of the current level of the owner's benefit available to owners. All owners need to support this initiative to ensure that it continues in real terms and keeps abreast with the rising costs of owning a racehorse. The bottom line is that is that all increases get passed on directly to the owner.
